I don't understand why you have to run a separate process via that link to find out what is there...

The Forum Post Assistant (FPA) script has been developed to assist Joomla!® forum posters to be able to post relevant system, instance, PHP and troubleshooting information directly in to a pre-formatted forum post. This will save a few hours of posting back and forth, asking for, and explaining how to acquire useful information in order for other forum users to help troubleshoot a problem.

If all files and folders have the correct permissions.
You can then set the rights to 444 via the control panel or FTP.
Then it should work.
Wrong. The Permissions relate to Owners, Groups and Other. If Joomla is not Owner then it cannot use the Owner Permission.

Configuration.php is set 444 for security reasons. Joomla needs to write the changes to that file and in order to do that it needs to be Owner.

Now please run the fpa as requested and post the results here. We can then help you find out what is wrong with your site.
